Health Planner - Juba, Southern Sudan

LATH is providing technical support to a 3 year programme of work in support of the Government of South Sudan health sector development plan. The programme will provide a framework for strengthening the sector's managerial capacities, developing essential health care delivery systems, and increasing the population’s access to basic health services. The principal objective of this contract will be to assist the Government of South Sudan (GoSS) MOH and the State MOH (SMOH) in the analysis and formulation of a range of priority policies, the implementation of key health service delivery modalities, and the establishment of a solid, empirical basis for sector development.

Health Planner– Based in Juba, Southern Sudan
Contract Period: 8 Months
Salary: Competitive International Salary, negotiable depending on experience

This role will involve the successful candidate supporting the establishment of a Health Planning Unit in the Ministry of health, including design of functions of the unit, capacity building and mentoring national counterparts. In addition the Planner will support the development of the South Sudan Strategic Health Plan, support directorates and State Ministries in developing their own strategic plans, and production of sectoral reports in preparation for strategy and annual budgets. Working in collaboration with the client, the Ministry of Health (MOH) of the Government of South Sudan (GOSS), you will provide technical assistance to the Ministry at central and state levels.
You will have a post graduate qualification in public health, health planning, economics or similar field with demonstrated experience of planning and budgeting health programmes in support of Ministries of Health, preferably at national level.
Experience in post conflict countries an added advantage. Good communicator and listener, able to interact and collaborate with partners from different technical backgrounds. Able to work under pressure, be creative in the providing options and potential solutions.
